Come ulteriore elemento di riflessione si riporta qui di seguito la lettera che il Segretario regionale Morgando ha inviato lo scorso 19 febbraio 2009 ai membri piemontesi dell'Assemblea Nazionale e ai segretari provinciali in merito alla convocazione dell'Assemblea nazionale del Partito a seguito delle dimissioni di Walter Veltroni.

"Come gi� sapete il Coordinamento del PD ha deciso la convocazione dell'Assemblea nazionale del Partito per le determinazioni conseguenti alle dimissioni di Walter Veltroni. L'Assemblea � convocata per sabato alle ore 10 presso la Nuova Fiera di Roma.

In preparazione dell'Assemblea ritengo opportuno un incontro dei membri piemontesi, che propongo di tenere nella giornata di domani, venerd� 20 febbraio, alle ore 17.30, presso la sede regionale del Partito, in via S. Francesco 35.

Mi rendo conto che i tempi di queste convocazioni sono assai ristretti e concitati. Sarebbe stato utile disporre di qualche giorno in pi�, per una discussione preparatoria pi� compiuta, ma l'urgenza di una decisione certa in ordine agli assetti di vertice del PD ha suggerito questa accelerazione, che prego tutti di comprendere.

Riferir� domani sui contenuti della riunione dei segretari regionali. Anticipo, per coloro che non potessero partecipare, una sintetica informazione ed alcune mie valutazioni.

Hanno parlato, a nome del Coordinamento, il Vice segretario Franceschini e Piero Fassino. Franceschini ha richiamato le disposizioni statutarie, che prevedono, in caso di dimissioni del Segretario, una duplice possibilit�: l'indizione immediata del Congresso, e delle conseguenti elezioni primarie; l'elezione del nuovo segretario da parte dell'Assemblea nazionale. La proposta del Coordinamento � stata la seconda: il nuovo segretario rester� in carica fino alla celebrazione del Congresso, confermato per Ottobre. Su questa proposta ovviamente decider� l'Assemblea. Piero Fassino ha riferito che il Coordinamento proporr� all'Assemblea la candidatura di Dario Franceschini, e ne ha spiegato le ragioni.

1. La delicatezza delle decisioni da assumere richiederebbe qualche giorno in pi� a disposizione, per poter sviluppare una discussione che coinvolga per quanto possibile i dirigenti periferici del Partito. A questo proposito sarebbe stato utile lo spostamento di una settimana dell�assemblea.

2. Ho dichiarato il mio assenso sulla proposta di procedere subito alla elezione del segretario in Assemblea, condividendo le ragioni che erano state esposte (sovrapposizione tra il Congresso e la campagna elettorale, necessit� di dare certezze sulla continuit� della vita del Partito). Ho anche espresso il mio orientamento favorevole alla proposta della candidatura di Franceschini.

3. Ho richiamato la necessit� di evitare un approccio burocratico e regolamentare. C'� una crisi del partito, rispetto alla quale Veltroni ha dato con le sue dimissioni una risposta di radicale discontinuit�. Analoga discontinuit� deve caratterizzare la nuova fase che si apre, soprattutto per quel che riguarda il gruppo dirigente nazionale. Questo significa soprattutto, a mio avviso, affrontare il problema della presenza nel gruppo dirigente di rappresentanze significative dei territori (ruolo dei segretari regionali, utilizzo delle leadership territoriali, ecc).

Di queste cose discuteremo domani. Se coloro che non possono partecipare all'incontro manderanno riflessioni scritte via mail, sar� molto utile.

Mi sembra che questo partito muoia di organizzazione! Mi sembra quasi che si compiaccia perfino di perpetuare il narcisista esercizio dell'auto referenzazione, di continuare a masturbarsi mentalmete su quale sia il miglior modo di essere. Da che sono entrato in questa sezione, dapprima come auditore semplie, adesso con la tessera in tasca, ho sempre e solo sentito parlare di organizzazione, a parte l'occasione delle primarie quando qualche spiraglio si � aperto a tornare a parlare di Politica,

Personalmente, subito dopo le ferie, avevo chiesto che due temi fossero posti all'odg, due dei temi per i quali oer poco non si perdeva il Sindaco, ovvero il PUT ed il caseggiato di C.so Sussa. Sto ancora attendendo che si trovi il tempo di parlarne o che qualcuno mi dica che, a parte me, quei temi non importano a nessuno.

Mi sembra insomma che alla fine che questo partito abbai come unico problema come organizzare l'ot�rganizzazione, che spenda il 50% del suo tempo ( e delle sue energie) a fare un segretario ed il rimanete 50% ...si pu� immaginare a far che cosa!

Comunque se organizzazione ha da essere che organizzazione sia!

A mio parere ci andrebbe che ognuna delle correnti ... pardon mozioni, arrivasse alla trattativa ponendo sul tavolo, magari scoprendo a turno le carte, uno-due candidati per ognuna delle posizioni e che si scegliesse il candidato finale da presentare poi all'assemblea, unitariamente, se possibile, come detto da altri intervenuti, o con logica di spartizione, se l'accordo unitario fosse impossibile. L'unitariet� a TUTTI i costi, � qualcosa che dobbiamo evitare, nella stessa misura in cui dobbiamo evitare il contrario.

Concordo pienamente con la necessit� di concentrarci al pi� presto possibile sulle Regionali. Sar� anche vero che gli altri non hanno ancora scelto il Candidato ma hanno tappezzato la citt� con le loro facce, dando alla popolazione esttamente l'impressione contraria.

Concordo penamente con l'indicazione della Bresso che va riconfermata sia per quello che ha saputo fare sia perch� donna. Mi sa che, a volte, NON SIAMO CAPACI di valorizzare le nostre risorse!

Allo stesso modo concordo pienamente circa la necessit� di sostenere pienamente, entusiaticamente e lealmente il ns candidato Boeti al quale vorrei esprimere l'invito a procedere senza esitazione alla formazione e notificazione del comitato elettorale.

Il quadro delle possibili allenze delineato da Nino mi trova daccordo; mi piacerebbe saperne di pi� circa la posizione UDC rispetto all'estrema, piuttosto!

Un punto e chiudo, il nucleare. Come ho gi� detto in altre occasioni, senza fare n� il telebano di dx che di sx, con questo modello di sviluppo � impensabile che si possa fare a meno del nucleare. Che poi la centrale sia locata oltralpe, piuttosto che al di qua , questo � un'altro paio di maniche.

Non penso sarei sarei stati pi� lungo degli altri.

Finalmente ricevo qualcosa di sensato: mi riferisco alla lettera di Rolfo. Ho appena finito di scrivere alle amiche e compagne del PD che partire dalla riforma dello statuto comunale non mi sembra una priorit� e di seguito ne ho elencate alcune che sono tutte invece puntualmente richiamate nella lettera di Rolfo. Nello scusare la probabile assenza al coordinamento di ieri sera ad una compagna (ero a Roma dopo una giornata passata a discutere con i rappresentanti di tutte le regioni d'Italia - senza pausa pranzo - il Patto della Salute 2010 - 2012) ho richiamato la sindrome del condominio di Dresda per descrivere lo stato del nostro partito cittadino: mentre fuori imperversano i bombardamenti noi stiamo a discutere del colore da dare al mancorrente delle scale. Non ne posso pi� di regolamenti interni, di regole, di rappresentanza pesata dai consensi, di nomina di organismi dirigenti e di composizione di segreterie, nonch� di primarie. Posso dirvi che non mi interessano per nulla? Un partito serio dovrebbe porsi altre questioni all' ordine del giorno: per esempio valutare le candidature - ormai a vita nella nostra citt� - secondo i risultati che hanno prodotto e comportandosi di conseguenza. Ma � veramente quello il gruppo dirigente, i mediatori in grado di creare una svolta nella nostra citt�? Ma guardiamoci intorno e riflettiamo sullo stato in cui � ridotta l'amministrazione del Comune! Vogliamo far finta di niente? Vogliamo far finta di non sapere quali saranno le sanzioni inflitte nel caso di non rispetto del patto di stabilit�? Con quali soldi saremo in grado di chiudere i cantieri aperti da anni? Ma dopo il tema appena toccato, che deve essere per forza il primo, cosa pensiamo di fare per arginare la crescente povert� e disoccupazione, prevalentemente dei giovani? Non ci accorgiamo che stiamo bruciando un'intera generazione che rappresenta il nostro futuro? Assistere a dibattiti stucchevoli su orti per anziani e manifestazioni culturali � frustrante in una prospettiva di tal genere anche se ho sempre considerato degni di attenzione questi temi. Quello che manca � il coraggio di scegliere le priorit� e di andare contro corrente. Io sono disponibile a lavorare su questo ma non chiamatemi pi�, per favore, per discutere su organigrammi e rappresentanza perch� non ci sar�.
